The Myth of Middle-Class Job Loss

Economic change is a messy process. New technologies open up many opportunities for those prepared to take advantage of them. At the same time, old firms and their workers are displaced and forced to start over. In 1900, for example, 40% of the U.S. work force was involved in agriculture. Today, that figure is less than 2%, and no serious observer would argue that we are worse off as a result of this transformation.

Yet many of today's most prominent politicians and pundits are making an updated version of precisely this argument. They claim that the decline in the number of manufacturing jobs has led to the replacement of good middle-class jobs by low-skill, low-pay "hamburger-flipping" service jobs.


This kind of populist dogma is bad politics and even worse economics. The assertion that the American middle-class is disappearing along with manufacturing jobs is, put simply, based on an outdated view of how the economy operates, and is empirically wrong. Nonetheless, the view that the economy has failed the middle class is widespread. The outsourcing of jobs to low-wage countries is, of course, the latest culprit. Polemicists from all sides find it irresistible to blame expanding trade for middle-class decline. But how widespread a problem is outsourcing, exactly?

It is certainly true that many jobs in manufacturing clothing, steel, metal products and automobiles have gone overseas. Plant closures not only devastate the workers who are displaced, but they have also undermined the vitality of whole communities in North Carolina, Pennsylvania, New York, Michigan, Ohio and Wisconsin, to name just a few places. But while such communities are a clear sign of the decline in some sectors of the economy, there has been strong employment growth in many other sectors. In research just published by the Progressive Policy Institute, I show that incomes and employment have grown by substantial amounts in every state (even in the so-called Rust Belt) since the passage of the North American Free Trade Agreement in 1993.

In fact, there is no convincing, data-driven proof that trade has led to any overall job loss during the last 30 years. To the contrary, the economy has grown at a slow but steady rate (a few brief recessions notwithstanding) with trade and employment rising in tandem.

To prove that there has been substantial growth of middle-class jobs, I compare the situation that existed in 1979 with that of 2005. The base year is 1979 because it represents the last business-cycle peak before income inequality and the U.S. trade deficit began to grow quickly in the 1980s. To make the comparison fair, earnings in 1979 are increased by almost 150% to adjust for inflation.

Let us look at the distribution of earnings in 1979, compared with the distribution of earnings of the net new jobs created since that year. To begin with, it is necessary to assess the experiences of male and female workers separately. Unfortunately, it is still true that a large number of women are employed in occupational titles that are predominantly held by women -- e.g., teachers, nurses, and clerical workers.

Nevertheless, there has clearly been a sharp increase in female middle-class employment. As recently as 1979, 61% of female workers were in jobs that paid less than $25,000, and only 3% earned more than $50,000 a year. By contrast, more than 36% of new jobs that opened since 1979 for women pay more than $50,000 and only 17% pay less than $25,000.

Critics who bemoan the trajectory of the American economy over the past three decades somehow find it convenient to overlook or play down this historic improvement in the employment status and income levels of women. While women still lag in pay compared to men of similar educational attainment, the extraordinary rise in women's income since 1979 is a fact at odds with the notion of an overall decline in the American middle class.

For men, the change in employment since 1979 has not been quite as clear-cut, or as positive. There has been a tremendous growth in the number of men in high-paying jobs: In 1979, just 10% of male workers earned above $75,000, while fully 34% of new jobs since 1979 have paid this amount or more.

However, there was also growth in the share of male workers earning less than $25,000 a year, from 23% in 1979 to 36% by 2005. This rise of low-paying jobs hit less-educated men particularly hard. For those with just a high school diploma, 87% of the new jobs paid $25,000 or less.

Here's the bottom line: For three-quarters of the workforce (women and the top half of male earners), economic growth translated into earnings gains. But for male workers in the bottom half of the earnings distribution, the decline of unionized manufacturing employment has led to the drying up of some middle-class jobs for those with no post-secondary education.

For the clear majority of the workforce, then, the job market has become more welcoming, not less so. But where are these jobs?

Using a framework that I developed in the 1990s, I find that most of the employment gains over the last 30 years have been in business-management activities (administration, sales, finance and business services) as well as in professional services such as health care and education. While the percentage of U.S. jobs derived from manual work in agriculture, mining, timber and manufacturing has declined, the share of jobs related to low-skilled retail and personal/food services has remained steady.

Undeniably, some people have been left out of this middle-class workforce expansion and need help in making the transition to the new economy. In particular, the last six years have seen very little wage growth for the bottom 80% of the workforce. But we should bear in mind that real gross domestic product per person is up over 60% since 1979, and our goal for the job market should not be simply to keep pace with where things stood nearly three decades ago.

While the pessimists would have us go backward, we should be working today on expanding opportunities in the future. In particular, we have to address what we can do to help displaced men who lack post-secondary education. Higher levels of unionization and increasing the minimum wage would help, but they don't address the more basic need, which is to provide people with the necessary skills for the modern marketplace.

The economy can expand and provide more good jobs as long as workers have the education and training required to succeed. Talk of the "disappearance of the middle class" is actually counterproductive, because it distorts the real challenge. This is to make sure that our young men and women are better prepared to enter the workforce of the 21st century.

However, someone is going to have to remind the Democrats that they are NOT running against George Bush or Dick Cheney…and I think our nominee will do that soon enough!

The Governor and the majority Democrats refuse to address the structural reforms necessary for Michigan to live within our means and balance our budget.  Over bloated and wasteful government bureaucracy is a big part of the problem.  We need some common sense leadership and not more Harvard double talk.

EVERYONE wants to repeal the “new sales tax on services” that the Governor and the Democrats jammed through a few weeks ago. It’s a disaster in the making…it will cost millions to administer…it will raise hundreds of millions in new revenues…and makes Michigan less competitive with other states.

The Governor and the Democrats haven’t proposed anything???  Are they for the expanded service tax? Are they willing to repeal the tax?  Will the Democrats support reforms or new taxes to replace this onerous tax?

Will the Governor lead…or are we “stuck” again with disastrous policy that chases jobs out of Michigan and costs Michigan’s job providers hundreds of millions?

If you like what Granholm has done for Michigan, you're going to love what Clinton will do for America.

Granholm, Clinton, taxes go together

If Gov. Jennifer Granholm is hoping to land a spot in a potential Hillary Clinton administration, she's off to a great start.

Granholm's recent endorsement of U.S. Sen. Clinton, D-N.Y., is a perfect match in the political "Dating Game" that has been going on between the New York senator and Midwest Democrat governors. Both share the view that bigger government and higher taxes will erase Michigan's single-state recession or last-in-the-nation unemployment.

First off, Granholm waxed eloquently on a number of points she felt justified her endorsement of Clinton, yet failed to mention anything with regard to where the senator stands on federal policies that affect our Detroit automakers.

What we didn't hear is whether Clinton will fight to protect the Big Three -- and the hundreds of thousands of Michigan jobs dependent on them -- and oppose the unrealistic fuel economy standards being pushed by the radical left of the Democrat Party. No single issue would have a more devastating impact on our economy.

So far on the campaign trail, Clinton has made extraordinary promises that amount to more than $760 billion in new federal government spending. Her first-term pledges include $80 billion to give every child born in America a $5,000 government grant, and a $100-billion plan for every American to set up 401(k) accounts.

Clinton might want to rethink those plans, though. With all those kids and families investing their government largess in the private stock market, exercising personal responsibility, and making decisions for themselves, just think of how many Republicans will be created.

Like Clinton, Granholm promised on the campaign trail a multitude of government programs and never said that she would raise our taxes to pay for them. Actually, she even promised on statewide television she wouldn't. Once the ballots were counted, it didn't take her long to break that promise, when she told Michiganders of an impending budget crisis that would require new "revenue," which is Democrat-speak for more taxes. Yet even in the shadow of a looming fiscal crisis, Granholm proceeded to outline nearly 20 new state government programs.

Also like Clinton, Granholm failed to make it clear how she was going to pay for these grandiose ideas, but Michigan sure found out earlier this month when she and Democrats in the Legislature passed the largest tax increase in Michigan history in the dark of night, when none of us were watching.

Given all these shared interests, it's clear why Granholm picked Clinton from among the presidential suitors. Moreover, it is becoming clearer why Clinton won't tell us where she will get all this money she plans to spend. If Granholm is any guide, we know exactly where it is going to come from.

Make no mistake, when Democrats run government -- as they do in Lansing under Granholm -- taxes go up. It happens every time, and it will happen in Washington with another Clinton in the White House.

So, as Granholm and Clinton join gleefully in "Holy Taximony," Michigan families had better grab their pocketbooks, because they are in for a fleecing.

A single-state recession, nation-leading unemployment, skyrocketing home foreclosures, and the largest tax increase anyone can remember. That's the governor's legacy. If you like what Granholm has done for Michigan, you're going to love what Clinton will do for America.

We finished off last night at SOS Terri Lynn Land’s “grassroots fun-raiser” outside of Grand Rapids, where activists from around the state are invited to a “thank you” by our Secretary of State.  If you get a chance to attend one of these, you should!

Budget negotiations continue and the debate about how to replace the sales tax grows….we have TWO ways to replace the sales tax…reforms or revenues.

Revenues = Taxes…the Democrat’s way.

Reforms = Delivering services more efficiently, cutting government waste and overspending, addressing structural reforms that are spending beyond our means.  Michigan deserves no less than an honest assessment of how we spend taxpayers dollars.

Michigan has a spending problem…not a revenue problem.

MORNING UPDATE:

As we get over the initial shock of the Democrat’s new tax proposal that Congressman Rangel set out, we also need to reflect on the coalition that made us a majority party in the first place.  The Democrats are being very clever with their demagogic approach on taxing “big business” and the “rich”…but it’s little more than smoke and mirrors as good jobs, benefits and local communities pay the price as well.

First the Michigan Democrats passed the largest tax increase in our state’s history…now the national Democrats have offered the largest tax increase in our country’s history.  Yes, we are getting what we voted for…not rhetorically (because they campaign on no new taxes), but we knew better…and yes, we told you so!

Dick Posthumus wrote a great op-ed a while back discussing the three-legged stool we as a party built our majority on.  I think it’s worth reading over again…and remembering why, we as conservatives, as Republicans represent “main street America” as much as anyone else. It’s a short article worth thinking about:

Recall talk and activity continues statewide. As a party, we will NOT support any recalls against Republican legislators.  We have a “natural” opportunity to elect the kind of Republicans who share our values during primary elections.  In other cases, legislative leadership elections can and have been used to make our point.

Please remember, it was the Democrats who almost unanimously supported higher taxes without addressing structural reforms in government…that continue to hold the state’s financial house on the brink of disaster.

Already, the Democrats are talking about additional spending, refusing any structural reforms or cuts to balance the budget.  The Democrats have a spending problem and the ONLY way to solve Michigan’s problems is to get rid of a few more Democrats.

If you are looking for a venue to focus your frustration with higher spending, higher taxes and out of control government…focus on your local Democrat.  Recalls work.

Here is a study that shows that Michigan has the 5th highest combined gas tax rate in the US - a 54.6 cents per gallon average. Per capita, it is estimated that the average Michigan resident pays $320 per year in fuel taxes. This ranks 3rd highest in the nation.

Michigan Court of Appeals rules that clerks can’t just send out absentee ballots to anybody and everybody.  A great step towards insuring voting integrity.  See below.

- Democrats are proposing a huge tax on citizens and “corporate” America…see pass through to you and me.

The WSJ reports: Mr. Rangel really gets busy is with his plan for a long-term "revenue neutral" AMT fix. He wants to abolish the AMT permanently and greatly expand "refundable tax credits" for low income families, while adding a 4% income tax surcharge on anyone who makes more than $200,000 ($150,000 for singles) a year, or 4.6% if you make $500,000 ($250,000 for singles). Mr. Rangel also wants to raise the capital gains tax rate to 19.6% from 15% today, and raise taxes on dividends, business partnerships, and companies with foreign subsidiaries. Add it all up and you get new taxes of $1 trillion or more.

U.S. companies don't pay corporate income tax on foreign income as long as the profits stay overseas. But companies can still take tax deductions for expenses associated with those operations. The proposal aims to prevent companies from taking those tax deductions until they bring overseas profits back to the U.S., where they can be taxed. Such a change, if it became law, could be a big hit to industries that report big international profits, particularly companies that have a lot of interest expense which they are deducting in the U.S. Companies that have reported enormous built-up foreign profits over the years include Pfizer Inc., Merck & Co., Hewlett-Packard Co., International Business Machines Corp. and General Electric Co.
The bill also proposes to repeal the so-called "domestic production activities" deduction, a provision that largely benefits manufacturers. That benefit has been attacked for subsidizing work that critics say would take place domestically regardless of the tax benefit. Companies that have benefited from the provision include Boeing Co. and Caterpillar Inc. A purely domestic manufacturer could end up being a net winner because of the overall corporate-rate reduction being proposed.
The other big corporate-tax change proposal is the repeal of so-called last-in, first-out accounting. That accounting method allows companies to value their inventory at higher levels than what they paid, providing greater tax deductions. The method has had a particularly big benefit for the oil industry, as the price of oil has been rising rapidly. The bill estimates that repealing it would raise more than $106 billion, a big hit to the oil industry if it happens.
If you’re a taxpayer…you’ll probably pay more in direct or pass through taxes…if you live off of government programs and depend on government spending you’ll probably be better off.  Rangel and the Democrats are trying to turn the United States into France, just at the time France is trying to come back itself?!?  When Democrats win…you loose!

- JUDGES RULE AGAINST AUTOMATIC ABSENTEE VOTER LISTS:
Gongwer reports: City clerks have no authority to automatically mail unsolicited absentee voter ballot applications, the Court of Appeals said Friday in a decision that ruled against former Detroit City Clerk Jackie Currie for her part in the mass mailing of 150,000 AV ballot applications in the 2005 election.
The split decision, written by Chief Judge William Whitbeck and signed by Judge Kirsten Kelly, (Taylor v. Currie, COA docket No. 269684) upheld a lower court ruling that enjoined Ms. Currie from mailing out the applications and found Ms. Currie in contempt for proceeding with the mailings.

Ten Things Democrats Don’t Want You To Know

About the “Mother of All Tax Hikes”

When Chairman Rangel introduced his long-awaited tax legislation yesterday morning, there were certain things he conveniently forgot to mention. Among the things the Democratic Majority doesn’t want you to know about the “Mother of All Tax Hikes”:

1.      MARRIAGE PENALTY ON STEROIDS:  The bill imposes a surtax of 4% on single filers with incomes above $150,000 and $200,000 for married couples filing jointly.  After years of fighting efforts to repeal the marriage penalty, the Majority is taking the battle to a new level by putting a massive new marriage penalty into the tax code.

2.      KISS YOUR DEDUCTIONS GOODBYE:  The surtax is imposed on adjusted gross income, not taxable income.  That may sound like an arcane difference, but it is an important one.  Now, when filling out your tax return, you add up your income to get your adjusted gross income and then subtract deductions for things like charitable contributions, mortgage interest, state and local taxes, medical expenses, un-reimbursed business expenses, or your standard deduction.  But the surtax is applied to the AGI before you take deductions. So it has the effect of taxing people on items that they can ordinarily deduct. 

3.      MAKING THE U.S. A LEADER IN HIGH TAXES:  Combined with the implicit sunset of the lower personal marginal tax rates after 2010, the Democrats’ plan would have the effect of raising the top personal federal marginal income tax rate to more than 44%.  The other 29 OECD countries – essentially other developed nations - have an average personal top marginal tax rate of 35.7%.  In fact, only five OECD countries would have higher top marginal tax rates in 2011 than the U.S. if the Rangel bill is enacted. 

4.      SMALL BUSINESS TRIPLE-WHAMMY:  Millions of Americans who own small businesses and who pay taxes on that income on their individual tax returns are going to face a triple-whammy.  First, they will be hit with the 4% surtax on some of their income.  Second, many of them will lose the Section 199 manufacturing deduction that lowers taxes on their business income.  And third, this is happening at the same time as incorporated businesses get an across-the-board rate cut, making it even tougher for these small business engines of job-creation to compete. 

5.      FUZZY MATH:  A summary of the Chairman’s bill indicates it repeals the AMT but includes a provision called “Limitation of Benefits” to keep high income individuals from benefiting too much from repeal.  But the Limitation of Benefits RAISES $36 billion more than it would “cost” to repeal the AMT.    So even the alleged tax cut is by any definition a tax hike. 

6.      IF A TREE FALLS IN A FOREST…. Like the famous Zen question, “what is the sound of one hand clapping?” the Chairman’s bill forces us to ponder how to give tax cuts to people who don’t pay taxes.  The answer is to have other hard-working Americans pay more taxes so the government can write a bigger check to folks who have no income tax liability.  The Chairman’s bill would spend close to $40 billion over the next decade in various forms of “tax cuts” for (e.g., payments from IRS to) people who don’t pay income taxes.

7.      TAXING PHANTOM INCOME:  The bill would require businesses of all sizes and sectors to discontinue the use of an accounting regime for their inventory known as LIFO (Last-in-First-Out).  They would have eight years to pay the taxes resulting from the forced revaluation of their inventory, even though they would have had no economic income.  The income might be phantom, but the $106 billion in taxes that will be paid and the associated impacts on businesses certainly won’t be.

8.      CAPITAL LOSSES:  Current law provides a top tax rate on long-term capital gains of 15%.  The surtax, because it is applied to Adjusted Gross Income, has the effect of raising the tax rate on long-term gains by another 4% or more for millions of Americans.  This assault on the jobs and growth-producing 2003 tax cut presages what lies ahead as we approach the sunset of the Bush tax cuts.

9.      GETTING A HEAD START ON A RUN IN THE WRONG DIRECTION:  In 2003, Congress lowered the top tax rate on dividends to 15%.  All signals suggest that the Democrats want to let those lower rates expire at the end of 2010, sending the top tax rate on dividends back to the top marginal tax rate, which will be 39.6%.  As a helpful head start, the Chairman’s bill subjects dividends to the surtax, so taxpayers can begin to get accustomed to seeing more of their retirement savings eroded by taxes, setting the stage for the leap to 44% or more after 2010. 

10.     THE WRONG CHOICE FOR AMERICAN COMPETITIVENESS:  The Democrats claim this bill is responsive to Treasury Secretary Paulson’s efforts to advance U.S. competitiveness.  But the Secretary never embraced a proposal to delay the ability of businesses to take deductions for legitimate business expenses.  Despite the Majority’s rhetoric to the contrary, this bill will make it much harder for American companies to compete abroad.

Turtle Fence with taxpayers dollars…come on?  Where is the common sense?  The “state” is looking at spending $318,000 to fence off part of US 31 to “save the turtle”…how about some chicken wire that prison work crews could put up???

Democrats are pushing for an increase in the Michigan Business Tax in exchange for getting rid of their previous expansion of the sales tax on services.  Not much of a trade…as the Governor and Democrats refuse to support any real reforms and spending cuts.  Why can’t government live within its means?  $43,000,000,000 or so????

Democrat Congressman Charlie Rangel has proposed what is being called the “Mother of all Tax Hikes”.  Look out America, the Democrats are here and they are determined to get their share of YOUR money.  Talk about a job killer.

- Americans for Tax Reform President Grover Norquist said:

“Charlie Rangel’s tax bill raises taxes on small businesses, middle-class families, pension funds, and Americans doing business overseas—you name it, and Rangel taxes it,” said ATR President Grover Norquist.  “If Rangel wants to spend more money on non-taxpayers, that’s one thing; just don’t raise money on taxpayers to pay for it.”

Rangel’s Secret Spending Plan
Double the Earned Income Tax Credit (EITC) for Single People.  The maximum EITC for childless adults would be 15.3% of earnings up to $10,900 per year (about 150% of the poverty line).  This plan would give $29 billion over 10 years to these non-taxpayers
Increase the refundable portion of the Child Tax Credit (CTC).  The child tax credit would be refundable up to 15% of the amount that adjusted gross income exceeds $8500.  This amounts to a second EITC for some taxpayers.  This plan would give $9 billion over 10 years to these non-taxpayers

MORNING UPDATE:

The budget debate continues…after the Democrats jammed through the largest tax increase in Michigan’s history…they are balking at dealing with any of the promised cuts and reforms.

Republicans are standing strong, demanding reforms and savings to live within our means.

We now have the largest overall budget in the history of Michigan…with the highest unemployment in the country, the highest foreclosure rates and in a single state recession.

Thanks to those of you who voted for the Democrats!

Last night I attended the inaugural meeting of the Michigan Chapter of the Republican Jewish Coalition.  It was a great kick off with guest speaker Ari Fleischer.

I also had a chance to address the “New Centurion” program…discussing and arming young conservatives with a philosophical basis for our cause…what a great program!

MORNING UPDATE:

Granholm passed the largest tax increase in Michigan’s history with a promise to at least cut some $400 million in FUTURE spending plans to balance the budget.  Wasteful spending, funding “new” programs, inefficiencies and lack of reform on the part of the Governor and the Democrats is threatening another “shut down”.

How many more times are the people of Michigan going to put up with the Governor’s threats, lack of leadership and inaction to reform government in order for us to live within our means???

Democrat House Speaker Andy Dillon continues his campaign of intimidation, paybacks and “hard ball politics” as he takes away parking spots from Republicans who opposed the Democrats massive tax cuts!!!

Taxpayers revolt???  I think they call it “recalls” these days…the Democrats are abusing their power, and refuse to deal with the structural reforms…by sending you the bill!!!

Longtime Redford Republican leader and old friend Rhys Lewis passed away this week.  Rhys was one of the first guys who got me into politics and constantly stood on principle in some of the toughest of times.  Our thoughts and prayers are with his wife Ruth and the rest of their family.

MORNING UPDATE:

I spent the day yesterday at the RNC meeting in Washington DC.  The first formal step was taken in enforcing the conventions rules to take away 50% or our delegates.

Recall discussions and action continues.  Democrats are desperately trying to figure out ways to keep “the question” off the ballot, rather than having a debate with the general public about Democrat’s tax increase versus government reform, cutting waste and streamlining spending.

-The Republican National Committee’s preliminary “Call of the Convention” recommendation, which would penalize Michigan by stripping half its delegates to the 2008 National Convention for deciding to hold its presidential primary on Jan. 15, 2008:

I am confident that all of Michigan’s 60 national delegates will be seated next year in Minneapolis. Today’s recommendation by the RNC’s executive committee is preliminary and was expected. The people of Michigan, through their state legislators and governor, have set the date of the presidential primary. Michigan Republicans remain committed to holding its presidential primary on January 15, 2008.

Our National Committeeman Chuck Yob and I abstained from the vote today on the Call of the Convention recommendation, which was made by the RNC’s executive committee. The vote was not unanimous.

This is the first formal step in what we all expected.  We have a different interpretation on how the rules could be interpreted and we will continue to make sure Michigan gets it’s full representation.

The Florida debate went off very well.  I liked the format that allowed the “leading” candidates to get a greater share of the time and allow us the voters to get to know them and their positions better.

Congratulations to Chairman Jim Greer and his team for an impressive event!

Hillary Clinton was clearly the target of every Republican.  Every candidate understood the challenges and opportunities ahead of us.  I think Fred Thompson started getting his “sea legs”, while Giuliani and Romney held onto their perceived front-runner status.

McCain received the only standing ovation from EVERYONE in the room for his comment about being “tied up” during Woodstock…and Republicans recognized him for his service to our country and the sacrifice his service symbolized to so many.  It was a moving movement for a true American hero and all those who shared his fate.

Good News from Louisiana Saturday night. Bobby Jindal wins the Governor’s race outright with 53% of the vote. Typically Louisiana has a run off, but Republican Governor elect Jindal picked up the 50%+ he needed win.  Momentum for 2008.

Secondly our candidate in a Massachusetts special election last week got 46% of the vote against the wife of Paul Tsongas. This district, MA-5, has nearly a 3-1 Democrat registration advantage. No Republican had ever gotten over 43% of the vote. Tsongas had John Kerry, Bill Clinton and others in to campaign for her. This was not a win but definitely shows that if we run strong candidates and execute plans we can win, even compete in tough districts.

I think it means that this year can be competitive and it ought to motivate us and our donors to get more engaged looking towards 2008.

Notes from Jane

Michigan Excellence in Public Service Series

Saul, Marlene Chockley and I taught sessions this weekend as part of the Michigan Excellence in Public Service Series.  This is an organization started by Joan Jackson from Leelanau County.  It's purpose is to offer a series of training sessions over an 8-month period to a group of women who are interested in running for office or holding leadership positions in the Republican Party.  Students are nominated and go through an application process.  There will be one class accepted per year.  I'm excited to say that this inaugural class is outstanding.  Joan and her board have done a terrific job putting together a first class schedule of national and state speakers to teach a series of sessions that cover every topic possible.  We all enjoyed participating in the program this weekend and look forward to seeing the graduates of this program run for office in the near future!

RNC Chairman Mike Duncan issued the following statement: In the nine months since we elected Mel Martinez General Chairman, he has helped us accomplish tremendous things.  Our Party has a six-to-one cash-on-hand advantage over the DNC. 

Our field operations are laying the groundwork for what will be the most advanced grassroots effort in political history.  Our communications and research operations are in high gear.  These are precisely the things that Senator Martinez set out to accomplish when we elected him.  He set lofty goals and high standards – and now, having met them, he has decided that it is time to fully concentrate on serving his constituents in Florida, and therefore is stepping down as General Chairman.

- Granholm endorses Clinton!!!  It’s been more than three decades since Governor Jennifer Granholm was a contestant on the 70s TV show “The Dating Game” but she couldn’t have made a more perfect match in her choice for president, endorsing someone who shares her interests of higher taxes, bigger government and more burdensome regulations on small businesses and job providers.

In case you missed it, Governor Granholm endorsed Democrat U.S. Senator Hillary Clinton for president Friday. It was a late-in-the-day announcement, undoubtedly timed to generate the least amount of notice from the media or the public.  The anticipated nod sends the message that if you like what is happening in Michigan under Granholm – nation-leading unemployment, skyrocketing home foreclosures, and higher taxes – you will like the United States under another President Clinton.

My comment was:

“Governor Granholm just signed into law the largest tax increase in Michigan history and Senator Clinton says the country cannot afford many of her proposals if elected president – sounds like a perfect match. Governor Granholm wants taxes we cannot afford and Senator Clinton wants programs we cannot pay for.  If you like what’s happening in Michigan under Governor Granholm, you are going to love Hillary Clinton in the White House.”

Kansas Senator Sam Brownback is dropping his bid for the Republican nomination for President.  He’s a great American who added much to the debate.  I’m glad we in Michigan had a chance to get to know him.

Michigan Republicans have every intention on holding the Presidential Primary on January 15, 2008 as planned.  We are willing to work with Michigan Democrats to “fix” the ballot to ensure maximum participation…but they are caught up in a whole lot of internal gamesmanship.

THE REST OF THE STORY:

- The media here might have missed it, but Michigan U.S. Sen. Carl Levin has delivered big for his real constituents…the residents of  Washington, D.C.

According to today’s Washington Post, D.C. Mayor Adrian M. Fenty will sign a mayoral order mandating that taxis switch from a zone system to time-and-distance meters. The Post goes on to report that Levin has been “advocating for a change in the system for about 20 years,” and then quotes the Michigan Democrat from remarks he made in 2001 from the floor of the U.S. Senate:

"In my own experience, as a D.C. resident, I have encountered at least 10 different cab fares for the exact same trip to and from National Airport.”

A “D.C. resident.” There you have it, straight from the source’s mouth.

- The Mackinac Center for Public Policy today released a list of 55 specific recommendations that would reduce state spending by $1.358 billion — the amount state budget officials forecast will be raised by the new service-related 6 percent sales tax and the 11.5 percent income tax hike. The recommendations, drawn up by Mackinac Center Senior Legislative Analyst Jack McHugh, include every major area of state government and fall into the following nine categories:

Department of Corrections: $136.0 Million in Savings
"Economic Development" Subsidies: $90.0 Million in Savings
Department of Human Services: $135.7 Million in Savings
Department of Community Health: $82.2 Million in Savings
Higher Education, Including Community Colleges: $82.7 Million in Savings
Primary and Secondary Schools: $286.3 Million in Savings
Department of History, Arts and Libraries: $29.9 Million in Savings
Other Departments and Programs: $211.3 Million in Savings
Achievable Government-Wide Savings: $303.9 Million in Savings

Total: $1.358 billion

McHugh says that the current tax increases are unlikely to resolve the state’s budget problems: "By further burdening the private economy they are likely to establish a vicious cycle of ever-lower revenues and successive budget crises," he notes. The recommendations show how "the state could reduce spending immediately to help balance the state budget" if the new taxes were repealed, and as McHugh points out, past Center publications have detailed additional spending reductions, asset sales and even a downsizing of the state work force. "Ultimately," writes McHugh, "current spending levels are the product of past failures to embrace genuinely transformational government restructuring."

- Sam Brownback - WSJ Opinion Journal reported: The GOP presidential candidates meet again for a debate in Orlando, Florida on Fox News this Sunday, and the stage will be slightly less crowded than in their last joint outing in Michigan. Senator Sam Brownback of Kansas is getting ready to fold his campaign's tent and make an exit announcement in Topeka tomorrow.

Mr. Brownback is a decent and honorable man who actually had the courage to introduce some fresh thinking into the 2008 race. His tax plan -- which involved giving taxpayers a choice of filing under the old system or a new alternative flat tax -- didn't catch on but elements will no doubt be picked up by other candidates. Just last week, he and Democratic Senator Joseph Biden teamed up for a joint appearance to tout their plan to divide Iraq into three, self-governing units under a principle of federalism. The U.S. Senate wound up endorsing the plan by a vote of 75 to 23.

But the Brownback campaign has never been able to raise much cash and suffered the loss of many social conservative voters to Mike Huckabee, a former Arkansas governor and Baptist preacher, who has a more engaging stump style. This week, there were signs the Brownback campaign was sputtering to a close. In a Hail Mary pass, Mr. Brownback announced he would introduce a resolution in Congress to apologize for slavery and segregation. "The only way for us to move forward... is at the end of the day acknowledging those, taking ownership for it, and asking for forgiveness," Mr. Brownback told reporters. Some black conservatives deplored the move as a desperate tactic to win attention.
